A house pad is the built-up dirt base your slab sits on. In northeast Louisiana almost every new house, shop or mobile home starts with one. Bastrop picks up about 58 inches of rain in a normal year. A pad built out of good fill puts the floor up out of the wet.

Flat ground and heavy clay are the whole reason. The biggest soil in Morehouse Parish is Perry clay, and the survey rates it poorly drained. It runs 60 to 70 percent clay, and water moves through it very slowly. That is poor ground to set a slab on without select fill under it.
Flood zones set the other half of it. FEMA calls that mark the base flood elevation, the flood level with a one percent chance in any year. If your lot is in a special flood hazard area, the parish or city floodplain office sets the minimum. A licensed land surveyor shoots the lot and prepares the elevation certificate.
Placing fill in a flood zone is regulated work. Ouachita Parish publishes that all development in the parish needs local and state permits, and that reaches grading and fill.
The topsoil comes off first. It is loose, full of roots, and it settles under weight. We strip it down to firm ground and stack it or haul it off.
Then the select fill comes in. It is hauled in by the load with our dump truck and spread with the skid steer. Fill goes down in lifts and each lift is compacted before the next one. Codes for building on fill in a flood zone cap a lift at 12 inches.
The pad is built to the height on the plan and then shaped. The top gets a slope so rain runs off instead of standing. Code asks for about 6 inches of fall in the first 10 feet away from the building. Once the pad is ready and graded, a concrete contractor pours the slab on it.
Most lots need work before any fill lands on them. Clearing the lot comes first, with brush and stumps pulled out with the excavator. Old slabs and footings get broken out and hauled off in our truck. Then we cut in a gravel drive so the trucks can reach the build.
Louisiana 811 gets called before we dig. State law puts the call on the excavator, and the notice runs two business days ahead. Mobile home pads are built the same way, just sized to the home.
When the pad is done, the rest of the lot still has ruts and spoil on it. We pull that back out, grade the yard around the pad, and haul off what is left.
